For more than twenty years the Israeli government has permitted hundreds of thousands of migrant workers
to enter the country without any legal status. The policy has been based on regulations and procedures
established by the Ministry of Interior. Manpower agencies are allowed to charge commissions of no more
than 2000 NIS. Nonetheless, some agencies charge much larger fees - even as much as $20,000 - enormous
sums for workers who come from underdeveloped countries. Therefore, these men and women are subjected
to a form of modern bondage in a foreign country, and suffer prolonged separations from their families.
The longing for an intimate relationship and the desire to raise a family are universal human feelings that
cross all boundaries, religions and nationalities. However, in the case of migrant workers, these aspirations
are subject to many dangers. A report from 2011 of the United Nations committee for the elimination of
discrimination against women addressed the Israeli policy of refusing to grant temporary residence permits to
women employed as foreign workers who have given birth or have maintained an intimate relationship with
a partner. The committee expressed deep concern for this policy, whereby women who are migrant workers
and have become pregnant must leave the country no later than three months after giving birth, or send their
infants to their home country if they wish to maintain their work permits in Israel.
Another concern of the committee was that marrying or partnering with another migrant worker could result
in the annulment of both workers’ permits. In many cases, each partner in the relationship comes from a
different country, and Israel is the only natural residence for maintaining the family unit. Occasionally the
authorities will deport the father in order to provoke the mother into agreeing to “leave by consent.” This has
led to the growth of the phenomenon of single mothers who hide the identity of their partners.
